The Pakistan Government has taken a vital steps towards implementing a robust regulatory framework aimed at overseeing over-the-top (OTT) services.
The Pakistan Telecommunication Authority (PTA)-led initiative recently reached a critical milestone with the completion of consultations involving all key stakeholders.
The proposed framework is set to regulate a wide range of platforms, including popular communication services such as WhatsApp, Skype, Facebook Messenger, Emo and Viber. In addition, social media platforms such as Twitter, Facebook, LinkedIn and services related to online gaming and e-commerce will also fall under this regulation.
According to the document describing the framework, the services will be divided into three distinct groups:
Application Services: This category will include platforms such as Facebook, X (formerly Twitter), various electronic services, e-commerce platforms, gaming services and LinkedIn.
Non-broadcast services: This category will include forums such as YouTube, Netflix, Spotify and Video on Demand (VOD) services.
The regulation will also extend to broadcasting services, which include social media channels operating in Pakistan. The entire framework will be developed by Prevention of Electronic Crimes Act (PICA) 2016, PEMRA Regulation 2002 and PTA Act 1996.
One of the key provisions of the new framework is the requirement that all stakeholders and companies operate according to local laws.
The joint regulation of digital media services by the PTA and the Pakistan Electronic Media Regulatory Authority (PEMRA) means a consolidated approach to managing the country’s digital landscape.
The move aims to improve oversight and ensure that all services are aligned with national and security interests.
The final approval of this framework by the federal cabinet is awaited, paving the way for its implementation, which will mark a significant advance in the regulation of digital and communication services in Pakistan.
