CDA Takes Action Against 58 Illegal and Non Conforming Construction Units Along Islamabad Expressway East; Retrieves 290 Kanals of Encroached Land in Sector E-12
ISLAMABAD, September 19, 2026: Chairman Capital Development Authority (CDA) and Chief Commissioner Islamabad conducted a detailed field inspection of the Islamabad Expressway Service Road East Project, followed by an inspection of ongoing development works as well as extensive encroachment drive in Sector E-12, Islamabad, and reviewed the progress of major infrastructure and development initiatives.
The Chairman directed the concerned formations to accelerate the pace of work, remove all remaining bottlenecks and ensure timely completion of projects while maintaining prescribed quality, safety and construction standards.
Inspection of Islamabad Expressway East Project
During his visit to the Islamabad Expressway Service Road East Project, the Chairman inspected various sections of the ongoing development, rehabilitation and infrastructure works and reviewed the progress of construction activities at different locations.
The Chairman received a comprehensive briefing from the concerned officers and project teams regarding project implementation, construction progress, site conditions and measures being undertaken to remove impediments affecting the pace of work.
A detailed briefing was also given on the enforcement operation being carried out against illegal, unauthorized and non-conforming buildings and construction units along the Islamabad Expressway Service Road East. The operation is being undertaken by the Building Control Section (BCS) and Enforcement Directorate, in coordination with the District Administration and Islamabad Police.
According to the briefing, CDA has so far taken action against 58 construction units found in violation of applicable building control regulations. These include 34 construction units along the Sohan–Iqbal Town stretch and 24 construction units along the Korang Bridge–Korang Police Station and Gulberg Greens stretch.
The Chairman CDA was informed that further illegal and unauthorized construction units have also been identified for action, while the survey and identification of violations in the remaining areas are continuing.
The Chairman was further briefed that several commercial buildings along the Islamabad Expressway Service Road East were found to be in violation of building by laws, involved in non conforming use and lacking mandatory fire-safety arrangements.
Notices had been issued to the concerned owners and occupants, providing them an opportunity to comply with legal requirements, rectify unauthorized use, complete mandatory fire safety arrangements, obtain requisite approvals and clear applicable government dues. However, despite expiry of the stipulated period, several owners failed to fulfill the prescribed legal requirements, rectify the identified violations or pay applicable government dues. Consequently, CDA initiated enforcement action in accordance with law and prescribed legal procedure. He was informed that the removal of unauthorized structures, action against non conforming construction and clearance of regulatory impediments have helped address important bottlenecks affecting the project.
The Chairman directed the concerned officers to maintain close coordination and ensure that no administrative, legal or fieldbrelated issue causes unnecessary delay in project execution.
Particular emphasis was placed on fire and public safety. The Chairman directed the concerned formations to ensure strict compliance with mandatory fire safety requirements, including approved building plans, emergency exits, fire-safety equipment and other essential safety arrangements.
He also directed that effective traffic management and safety arrangements be maintained throughout the construction period so that commuters face minimum inconvenience.
The Chairman said that the Islamabad Expressway East Project is a major infrastructure initiative aimed at improving connectivity, traffic flow and road capacity between Islamabad, Rawalpindi and adjoining areas. He directed the project teams to maintain the pace of work and ensure timely completion in accordance with approved designs and quality standards.
Chairman Reviews Development Works in Sector E-12
Following his inspection of the Islamabad Expressway East Project, the Chairman CDA visited Sector E-12, Islamabad, where he inspected ongoing development and infrastructure works and reviewed progress on various projects aimed at accelerating the development of the sector and providing improved infrastructure and civic facilities to residents and allottees.
The Chairman received a detailed briefing from the concerned officers and project teams regarding the status of development works, including road infrastructure, drainage, allied municipal facilities and other ongoing works. He inspected development works at various locations and reviewed the pace of execution, site conditions and measures being undertaken to address technical, administrative and site-related issues.
The Chairman directed the concerned formations to accelerate development works in Sector E-12, ensure effective utilization of available resources and maintain strict adherence to approved designs, quality standards and project timelines.
He emphasized that all development activities should be executed in a coordinated manner so that residents and allottees can benefit from improved infrastructure and civic facilities at the earliest.
The Chairman further directed the concerned officers to identify and resolve all remaining bottlenecks affecting development activities and maintain regular field monitoring to ensure uninterrupted progress.
During the briefing on Sector E-12, the Chairman was informed that, as part of the ongoing anti-encroachment operation, CDA has retrieved approximately 290 kanals of valuable CDA land from illegal occupants and encroachers.
The Chairman directed the concerned formations to ensure that the retrieved 290 kanals of CDA land remain fully protected against re-encroachment and are utilized strictly in accordance with approved plans, applicable rules and the development requirements of Sector E-12, Islamabad.
He emphasized that protection of CDA land and prevention of further encroachment must remain a priority so that the recovered land can be utilized for planned development and public infrastructure in accordance with the approved planning framework. The Chairman emphasized that the development of Sector E-12 is an important component of CDA’s efforts to strengthen Islamabad’s planned urban infrastructure. He directed the concerned formations to ensure coordinated development of roads, drainage, street infrastructure and allied municipal facilities in accordance with the requirements of a modern residential sector.
Citizens and commuters present at the project sites appreciated the Chairman CDA’s personal visits and on-ground inspection of the ongoing development works at both the Islamabad Expressway East Project and Sector E-12. They particularly appreciated CDA’s action against illegal encroachments and unauthorized construction and the retrieval of approximately 290 kanals of valuable CDA land in Sector E-12, describing the recovery as an important step towards protecting public land and facilitating planned development. The citizens observed that effective enforcement against encroachments and unauthorized construction would help protect public assets, facilitate planned development and contribute to the timely completion of major infrastructure projects.
The Chairman directed the project teams to further enhance coordination among CDA formations, District Administration, consultants and contractors and immediately address any technical, administrative or field-related issue that could affect the pace of work.
Member Estate, Member Planning, DG Works, Deputy Commissioner Islamabad, Additional Deputy Commissioner (General), Assistant Commissioner, Project Directors, consultants and contractors, along with other senior CDA and District Administration officers, were also present on the occasion.
The Chairman CDA directed all concerned formations to conduct regular field inspections, closely monitor daily progress and submit periodic progress updates to ensure that both the Islamabad Expressway East Project and Sector E-12 development works remain on schedule.
He reiterated that timely completion of development projects, protection and retrieval of CDA land, strict enforcement of building regulations, quality construction, protection of citizens’ lives and property, and provision of modern infrastructure facilities remain among CDA’s key priorities.
