Every year, the arrival of the monsoon season brings a mix of hope and anxiety across South Asia. The rains replenish rivers, recharge groundwater, irrigate farmland and support millions of livelihoods that depend on agriculture. Yet, in Pakistan, this natural blessing too often turns into a national tragedy. Instead of preparing for a predictable seasonal phenomenon, the country repeatedly finds itself responding to disasters that claim lives, destroy infrastructure and disrupt economic activity.
The ongoing monsoon season has once again exposed the country’s vulnerabilities. Torrential rains have triggered flash floods, urban flooding, landslides and infrastructure failures across several regions. Dozens of people have lost their lives, hundreds have been injured and public infrastructure worth billions of rupees has been damaged. These losses raise an important question: if monsoon rains are an annual occurrence, why does Pakistan continue to suffer the same devastating consequences year after year?
The answer lies not only in climate change but also in governance, urban planning and disaster preparedness.
Climate Change Is Intensifying the Threat
Pakistan contributes less than one percent of global greenhouse gas emissions, yet it remains one of the countries most vulnerable to climate change. According to scientific assessments by the Intergovernmental Panel on Climate Change (IPCC) and reports from the United Nations Environment Programme (UNEP), rising global temperatures have significantly altered rainfall patterns.
Instead of prolonged and evenly distributed rainfall, precipitation is increasingly concentrated within short periods, resulting in cloudbursts, flash floods and urban flooding. Extreme weather events that were once considered rare are now becoming increasingly frequent.
The World Bank and the Asian Development Bank have repeatedly warned that without climate-resilient infrastructure and improved water management systems, Pakistan’s economic and social losses from climate-related disasters will continue to grow.
Disasters Are Not Always Natural
While extreme weather cannot be prevented, many of the resulting deaths and damages are avoidable.
A large proportion of casualties during monsoon seasons occur because of collapsing buildings, electrocution, inadequate drainage systems and unsafe construction practices rather than rainfall itself.
Across many cities, ageing and structurally unsafe buildings continue to house families despite being declared dangerous. Weak enforcement of building regulations and delayed relocation measures leave vulnerable communities exposed to unnecessary risks.
Electrocution remains another major cause of fatalities during heavy rains. Exposed electric wires, poorly maintained transformers and delayed emergency responses by electricity distribution companies continue to claim lives each year. These incidents reflect infrastructure failures rather than unavoidable accidents.
Urban flooding has also become a recurring challenge. Encroached storm-water drains, blocked sewerage systems and unplanned urban expansion prevent rainwater from flowing naturally. As cities expand without climate-sensitive planning, roads quickly become rivers, damaging homes, businesses and public services.
In northern Pakistan, particularly in Gilgit-Baltistan, Khyber Pakhtunkhwa and Azad Jammu and Kashmir, heavy rainfall frequently triggers landslides and glacial lake outburst floods (GLOFs). Deforestation, illegal construction and unregulated tourism development have increased the vulnerability of these fragile mountain ecosystems.
From Disaster Response to Disaster Risk Reduction
Pakistan has made important progress in strengthening its disaster management institutions over the past decade. The National Disaster Management Authority (NDMA), provincial disaster management authorities and the National Emergencies Operation Centre (NEOC) have significantly improved weather forecasting, early warning systems and emergency coordination.
However, disaster management cannot rely solely on emergency response. The country’s priority must shift towards disaster risk reduction through long-term planning, resilient infrastructure and community preparedness.
This requires greater investment in climate adaptation, scientific forecasting, resilient urban planning and stronger coordination among federal, provincial and local governments.
What Needs to Be Done
Pakistan’s response to monsoon disasters should focus on prevention rather than reaction.
First, rainwater harvesting systems should become a mandatory feature of public buildings, housing societies and commercial developments. Capturing rainwater not only reduces urban flooding but also helps recharge depleted groundwater reserves.
Second, municipal authorities should complete the cleaning of drains, culverts and storm-water channels well before the arrival of the monsoon season. Preventive maintenance is significantly more cost-effective than post-disaster recovery.
Third, electricity distribution companies must conduct comprehensive safety audits before every monsoon season. Modern protection systems and proper grounding of transformers can substantially reduce electrocution incidents.
Fourth, early warning information should reach citizens through multiple communication channels, including mobile phone alerts, local administration, community volunteers, mosques and social media platforms. Timely information saves lives only when it reaches vulnerable communities quickly and clearly.
Finally, environmental restoration must become a national priority. Large-scale afforestation, watershed protection and ecosystem restoration reduce soil erosion, stabilize slopes and lessen the severity of floods. Nature itself remains one of the most effective forms of climate adaptation.
A Shared Responsibility
Climate change has undoubtedly increased the frequency and intensity of extreme weather events. However, the scale of destruction witnessed every monsoon season is not determined by rainfall alone. It is shaped by the decisions made before the rain begins.
Governments must invest in resilient infrastructure and enforce building regulations. Municipal institutions must improve urban planning and drainage systems. Utility companies must ensure public safety. Communities must follow official advisories and avoid unnecessary risks.
Monsoon rains are essential for Pakistan’s agriculture, water security and ecological balance. They should remain a source of life, not a recurring national tragedy.
The challenge before Pakistan is clear. The country can either continue responding to disasters after they occur or invest in preparedness, resilience and climate-smart development that protects lives, livelihoods and the economy.
