ISLAMABAD, October 17, 2026: The Capital Development Authority (CDA) and the International Finance Corporation (IFC) have discussed potential cooperation to modernise Islamabad’s water supply infrastructure, with a focus on improving operational efficiency, reducing electricity costs and exploring advanced monitoring technology.
The proposed initiative is being pursued under the vision of Federal Interior Minister Syed Mohsin Raza Naqvi, the leadership of CDA Chairman Sohail Ashraf and the supervision of Sardar Khan Zimri, Director General of the Islamabad Water Agency.
Discussions with IFC representatives focused on a proposed technical and financial assessment of Islamabad’s existing water infrastructure to identify opportunities for improving performance, reducing energy consumption and ensuring more sustainable water management.
Assessment of tube wells and water storage infrastructure
Under the proposed initiative, approximately 200 tube wells, 40 overhead water tanks and their associated pumping stations would undergo a comprehensive technical and financial assessment.
The review would examine electricity consumption, water pressure, distribution efficiency, operational and maintenance costs, and the overall performance of the existing water supply network.
The assessment is intended to identify operational shortcomings and determine where improvements could help reduce costs and strengthen the reliability of water supply services across the federal capital.
SCADA technology under consideration
The proposed cooperation would also examine the potential introduction of a Supervisory Control and Data Acquisition (SCADA) system to improve monitoring and management of Islamabad’s water infrastructure.
SCADA technology can enable real-time monitoring, automated control and data-based operational management. If adopted, the system could help authorities identify operational faults, monitor water distribution more effectively and make informed decisions using reliable performance data.
Improved monitoring could also support more efficient use of electricity and water resources, depending on the system’s design, implementation and maintenance.
Feasibility studies to guide implementation
Following the initial assessment, the preparation of technical documentation, financial evaluations and administrative feasibility studies has been proposed.
According to the plan, an international competitive bidding process may be considered for implementation after the necessary assessments, approvals from relevant authorities and compliance with applicable rules and regulations.
The scope of work, responsibilities and contractual arrangements for any selected company would be determined in accordance with the final agreement and approved terms and conditions.
The proposed initiative aims to reduce unnecessary electricity expenditure, improve operational performance, promote the effective use of modern technology and identify sustainable solutions to meet the water requirements of Islamabad’s growing population.
The CDA said it remained committed to strengthening the city’s water management system by using available resources and exploring suitable technical and institutional partnerships.
The proposed engagement with IFC offers an opportunity to assess modern water management solutions and identify practical measures to improve the efficiency, reliability and sustainability of water supply services for current and future residents.
