ISLAMABAD, June 4: Benazir Income Support Programme (BISP) Chairperson Senator Rubina Khalid and German Ambassador Ina Lepel on Thursday inaugurated seven new Mobile Registration Vans aimed at expanding access to social protection services in remote and underserved communities across the country.
The vehicles were provided by the Government of Germany through the Federal Ministry for Economic Cooperation and Development (BMZ), with implementation support from GIZ in partnership with BISP. The addition increases BISP’s Mobile Registration Van fleet from 25 to 32 vehicles.
The initiative is designed to improve registration access for eligible families living in hard-to-reach areas and strengthen BISP’s outreach efforts under the National Socio-Economic Registry (NSER).
Addressing the ceremony at BISP Headquarters in Islamabad, Senator Rubina Khalid thanked the German government for its continued support in strengthening social protection programmes. She said the new vehicles would help ensure that deserving families are not excluded from registration services because of geographical barriers.
According to BISP, more than 22 million households have updated their information through the programme’s 647 Dynamic Registry Centres and Mobile Registration Vans over the past two years. The NSER currently contains data on 38.7 million households and supports 215 federal and provincial programmes through its data-sharing system.
Germany-backed initiative to improve outreach
Senator Rubina Khalid highlighted the importance of integrating social protection programmes, strengthening beneficiary awareness through digital platforms and promoting financial literacy. She also called for additional Mobile Registration Vans in Azad Jammu and Kashmir and Gilgit-Baltistan to improve service delivery in geographically challenging regions.
During the event, the BISP chairperson and Ambassador Ina Lepel toured one of the new registration vehicles and reviewed services being provided to beneficiaries.
BISP officials briefed the ambassador on the programme’s collaboration with NADRA for CNIC registration, Form-B issuance and facial recognition services for beneficiaries facing biometric verification challenges.
Officials also shared details of BISP’s recently introduced Digital Wallet payment system, which is intended to improve the delivery of financial assistance to women beneficiaries through a more transparent and convenient mechanism.
Ambassador praises beneficiary inclusion efforts
Speaking on the occasion, Ambassador Ina Lepel said the Mobile Registration Van initiative helps ensure that vulnerable populations living in remote areas can access social protection services. She noted that the vehicles have also proven effective during emergencies and floods by bringing registration services directly to affected communities.
The ceremony was attended by Additional Secretary BISP Dr. Asmat Nawaz, senior BISP officials and representatives from the German government, BMZ, GIZ and KfW.
