MUZAFFARABAD – March 3, 2026: The Government of Azad Jammu & Kashmir (AJK) has signed an agreement with Zindigi, powered by JS Bank, to digitise water bill management and collection across the region, introducing QR-based and app-based payment options for consumers.
Under the initiative, water bill payments will be integrated with Zindigi Raast QR, enabling residents to make instant digital transactions. Citizens will also be able to pay their bills through the Zindigi mobile application and other banking apps connected to Pakistan’s Raast payment system, expanding access within the country’s digital banking network.
Officials said the move is intended to modernise the existing billing infrastructure and improve transparency, efficiency and record-keeping in public utility payments.
Khalid Mirza, Secretary Physical Planning & Housing, Government of AJK, said the agreement reflects the government’s focus on adopting digital tools to strengthen service delivery and governance. He described the initiative as a step toward improving operational efficiency and public convenience in utility bill management.
Noman Azhar, Chief Officer of Zindigi, said the collaboration aims to accelerate digital adoption in AJK and simplify payment processes for residents. He added that the project supports broader efforts to enhance financial inclusion and digital connectivity in the region.
Digital framework for billing and reporting
According to officials, the agreement includes the development of a comprehensive digital framework for water bill payments, including real-time transaction tracking and improved reporting systems. Authorities said the system is designed to enhance accuracy and accountability in billing operations.
The signing ceremony was attended by senior representatives from both organisations, including Khalid Mirza and Noman Azhar, along with officials from JS Bank and the Government of AJK.
The partnership marks a public-private collaboration aimed at leveraging digital infrastructure to improve public service delivery in Azad Jammu & Kashmir.
