Pakistan Urged to Turn Climate Commitments into Action Ahead of COP31

ISLAMABAD, October 1, 2026: Pakistan needs a strong and coordinated climate agenda that can turn its climate commitments into practical investments, partnerships and real resilience, National Disaster Risk Management Fund (NDRMF) CEO Amir Khan Goraya said during a pre-COP31 consultation in Islamabad.

Goraya participated as a plenary speaker in the Pre-COP31 Dialogue and Consultation on “Pakistan’s Road to COP31 Türkiye”, organised by the Sustainable Development Policy Institute (SDPI) in collaboration with the Pakistan Renewable Energy Coalition (PREC).

The consultation brought together representatives from the government, Pakistan’s COP31 delegation, provincial and regional institutions, academia, youth and women’s organisations, affected communities, UN agencies and diplomatic missions.

Participants discussed Pakistan’s key priorities for COP31 in the areas of climate change mitigation, adaptation and climate finance. They also explored ways to include these priorities in Pakistan’s national negotiating position ahead of the global climate conference.

Speaking during the opening plenary, Goraya stressed the need for a practical and action-focused approach to climate change. He highlighted the importance of turning Pakistan’s climate commitments into investments, partnerships and projects that can deliver measurable results for communities facing growing climate risks.

He said Pakistan should not be seen only as a country highly vulnerable to climate change, but also as a contributor to practical solutions for climate resilience and disaster risk management.

This approach can help Pakistan make better use of knowledge, innovation, risk-informed investment and partnerships to strengthen resilience on a larger scale.

The NDRMF’s participation in the dialogue reflects its continued focus on climate resilience, disaster risk financing and investment-based approaches to reduce the impacts of disasters and climate-related risks.

As Pakistan prepares for COP31 in Türkiye, discussions such as these are expected to help strengthen the country’s climate priorities and promote greater cooperation among government institutions, development partners, communities and other stakeholders.

For a climate-vulnerable country like Pakistan, converting climate plans into practical action, resilient infrastructure and sustainable investment remains critical to protecting communities and supporting long-term green development.
