LAHORE: The Executive Development Institute (EDI) of the National School of Public Policy (NSPP), Lahore, conducted a three-day Directors’ Training Program (DTP) for State-Owned Enterprises (SOEs) from December 17 to 19, 2025.
DTP held under SECP-approved governance framework
The DTP for SOEs has been approved by the Securities and Exchange Commission of Pakistan (SECP) and aligns with the requirements of the State-Owned Enterprises (Governance & Operations) Act, 2023. The law mandates that directors of SOEs undergo formal training to strengthen their understanding of corporate governance, legal responsibilities, directors’ roles, and financial oversight.
Participants from public and private sectors attend DTP
A total of 27 participants from across Pakistan attended the program, including officers from federal and provincial governments as well as executives from the private sector. Participants represented a range of institutions, including the Ministry of Defence, Ministry of Industries and Production, National Highway Authority, Heavy Industries Taxila, Sui Northern Gas Pipelines Limited, Hyderabad Electric Supply Company, Pakistan Agricultural Storage and Services Corporation, State Life Insurance Corporation, Punjab Food Authority, Punjab Central Business District Development Authority, Government of Sindh Investment Department, Energy and Power Department Khyber Pakhtunkhwa, NESPAK, The Bank of Punjab, and ADNOC Overseas.
Program structure focuses on governance and accountability
The three-day DTP covered key areas such as corporate governance, regulatory compliance, board composition, financial management, risk oversight, and performance monitoring. Sessions included interactive lectures, case studies, and board simulations to provide practical insights into decision-making at the board level.
NSPP leadership outlines objectives of DTP
Rector NSPP Dr. Muhammad Jamil Afaqi addressed participants at the opening session, outlining the objectives of the DTP and its role in strengthening governance practices within SOEs. He highlighted the importance of transparency, accountability, and effective oversight by boards of public sector entities.
Dean EDI Dr. Naveed Elahi introduced the program framework, explaining that it was designed to enhance leadership and governance capacity among board members and senior executives of SOEs.
Senior experts deliver sessions on SOE reforms
Sessions were conducted by a range of senior professionals and subject-matter experts, including representatives from SECP, academia, finance, public administration, and regulatory bodies. Topics included SOE reforms, directors’ duties and liabilities, public service obligations, cyber security risks, reporting and disclosure requirements, internal controls, audit mechanisms, and conflict of interest management.
Certificates awarded at conclusion of DTP
At the conclusion of the program, certificates were distributed among participants by the Rector NSPP and Dean EDI. Officials said the DTP was part of NSPP’s ongoing efforts to support governance capacity-building in public sector institutions.
