FBR, Bangladesh NBR Agree to Enhance Tax Cooperation and Review Double Taxation Treaty

ISLAMABAD: The Federal Board of Revenue (FBR) and Bangladesh’s National Board of Revenue (NBR) have agreed to strengthen bilateral tax cooperation and enhance economic ties, with a particular focus on reviewing the existing Double Taxation Treaty in line with evolving global standards.

The understanding was reached during a meeting between Bangladesh’s High Commissioner to Pakistan, Md. Iqbal Hussain Khan, and Rashid Mahmood Langrial, Chairman FBR, in Islamabad on Monday. Both sides reaffirmed the historic and brotherly relations between Pakistan and Bangladesh and emphasized the importance of closer collaboration to promote bilateral trade and investment.

During the meeting, the two dignitaries underscored the need for deeper engagement between tax authorities of both countries to support mutual economic growth. It was agreed that technical teams dealing with international taxation would engage in discussions to review and update the existing Double Taxation Treaty to reflect contemporary international tax practices.

The FBR chairman highlighted Pakistan’s commitment to facilitating cross-border trade and ensuring a transparent and predictable tax environment for investors, while the Bangladeshi envoy emphasized the potential for expanding trade and economic cooperation between the two countries.

Bangladesh NBR Delegation Begins Five-Day Visit to Pakistan

A high-level NBR delegation from Bangladesh is currently on a five-day official visit to Pakistan from December 22 to 26, 2025, aimed at initiating negotiations on a protocol to amend the existing Convention for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to income taxes.

The delegation is led by Muhammad Lutful Azeem, Member (International Taxes), and includes senior officials responsible for tax administration and policy from Bangladesh’s National Board of Revenue.

FBR, NBR Officials Exchange Views on International Taxation

On the first day of the visit, the Bangladeshi delegation was received by Iqbal Khan, Member (Administration), FBR, and Aftab Alam, Director General (International Taxes), FBR. Officials from both sides exchanged views on international taxation frameworks, shared administrative experiences, and discussed avenues for closer institutional collaboration.

Both FBR and NBR officials agreed to expand cooperation through regular engagements, technical exchanges, and sustained dialogue to address emerging challenges in international taxation.
