BISP Introduces Interoperable Digital Wallets, Allowing Women to Withdraw Funds Anywhere in Pakistan

ISLAMABAD, October 20, 2026: Chairperson Benazir Income Support Programme (BISP) Senator Rubina Khalid has announced that interoperability in digital wallet payments will allow women beneficiaries to withdraw their funds from authorized retailers of six partner banks anywhere in Pakistan.

Senator Rubina Khalid made the announcement while listening to the concerns of 28 callers during a live E-Kacheri at BISP Headquarters, directing relevant officials to resolve their complaints on a priority basis.

Under the new interoperable digital wallet system, women beneficiaries will no longer be restricted to a specific city or bank. They will be able to withdraw their payments from any authorized retailer of the six participating banks on any day and at any time across Pakistan.

The six partner banks are HBL, Habib Microfinance Bank, Bank Alfalah, Telenor Microfinance Bank, Bank of Punjab and Mobilink/Jazz Bank.

According to the BISP chairperson, the digital wallet system has been introduced on the directives of President Asif Ali Zardari and Prime Minister Muhammad Shehbaz Sharif to make payments to women beneficiaries more secure and transparent.

Free Benazir SIMs to Be Issued Through BISP Offices

Senator Rubina Khalid directed women beneficiaries to obtain their free Benazir SIMs only from BISP offices or designated sites.

Beneficiaries must bring their original CNIC and personal mobile phone when collecting their SIM. Activation will be carried out by a representative of the relevant mobile network operator at the BISP office or designated location.

She also advised beneficiaries to retain confirmation messages received after payments and withdrawals as proof of transactions.

BISP warned beneficiaries not to hand over their mobile phones to retailers or agents during cash withdrawals. An original CNIC and biometric verification will be mandatory for withdrawing funds.

BISP Urges Women to Renew Expired CNICs

The BISP chairperson also urged women with expired CNICs to renew them through the National Database and Registration Authority (NADRA) without delay.

She clarified that household eligibility is determined through the BISP survey and that a repeat survey cannot be conducted until two years have passed since the previous survey.

Beneficiaries were therefore advised not to repeatedly visit BISP offices to request another survey before the required period has elapsed.

The new digital wallet interoperability is aimed at providing women beneficiaries with greater flexibility, convenience and transparency in accessing their BISP payments across the country.
