Islamabad, December 18, 2025 — Zong has entered into a partnership with the Higher Education Commission (HEC) to introduce the Pakistan’s first ever blockchain-based degree attestation system aimed at digitising and securing academic credential verification in Pakistan.
The system is designed to replace manual and paper-based degree attestation processes with a digital platform that records verified academic data on a blockchain ledger.
Zong partners with HEC on digital attestation
Under the initiative, academic records verified by universities will be stored in a tamper-resistant digital format. The platform will allow institutions and employers to verify credentials electronically without requiring physical documentation or in-person visits.
Officials said the system is intended to support degree verification for students and graduates within Pakistan and abroad, including overseas Pakistanis seeking employment or further education.
Blockchain system to support degree verification
According to information shared by the project partners, the blockchain-based system uses distributed ledger technology to ensure data integrity and transparency. Once records are uploaded and validated, they cannot be altered, reducing the risk of fraud or manipulation.
The system is expected to cover millions of existing students and alumni, with new graduates added annually as universities integrate into the platform.
Phased rollout planned for coming months
Zong stated that development work on the system is currently underway and that a pilot rollout is planned in the coming months. The initial phase will focus on higher education institutions, with plans to scale the technology to other government sectors at a later stage.
A Zong official said the initiative is being developed in coordination with HEC to ensure compatibility with existing academic and administrative frameworks.
HEC digital transformation efforts
The project forms part of HEC’s broader efforts to modernise academic services through technology-driven solutions. Once fully implemented, the system is expected to streamline verification processes and reduce administrative delays associated with degree attestation.
